4. The lack of adequate water supply and sewer facilities have
stultified the growth of these communities.
5. The city has not been able to expand its boundaries because
it is hemmed in by the mountains on one side, and. by the
Company's properties on the other. Employment in the
area is limited. The following table shows an estimate of
current and expected 1954 employment in the Newhall area.
