Dear Omsbudsman:
The Santa Clarita Valley Historical Society is in the process of
restoring a 1900 ALCO 2-6-0 (M-4) steam locomotive to operating
condition. This locomotive is quite historic: Southern Pacific operated
for 57 years and then Gene Autry kept it on his Melody Ranch until
he donated it to us in 1981. It is one of only two remaining M-4
mogels in existence that we know of. We plan to have it ready to
operate intermittently initally within the Los Angeles County Wm. S.
Hart Park in the year 2000.
After satisfying the mechanical requirements of MetroLink we would
like to be able to operate it on occasion on the main line from
Newhall to Ventura.
Please advise us of the information we would need to go about
obtaining an operating permit to cover your air quality organization.
What regulations might apply to our intended operation? Would we
come under one jurisdiction in the Park and another on the ma:in line
track?
We would appreciate your looking into this matter and advising us of
who we should contact and what would be the approximate cost of
obtaining a permit. Would there be a waiver of the fee for a non-
profit organization such as ours?
